No it's not legal to tattoo a minor in New York. And I don't think you should find someone who is willing to tattoo you even if you only are 15. Because that person will not be serious, and you can expect a really bad outcome. I think you should wait and get it when you turn 18, if you really want this tattoo when you're 18 then you probably will be happy with it when you're 30 too.

Is it legal to have one yes, but it's 100% illegal to get one before you are 18 even if you have parental consent it's still not allowed and if a place is willing to do it don't trust them there not a good place. But the bright side is its legal in New Jersey with parental consent at 16. That's what in doing I live in ny but going to jersey for it
