I live in Oklahoma too. In Oklahoma, you can't get one under the age of 18, even with parental consent. In Kansas, you can't get a tattoo under the age of 18, even with parental consent. In Missouri, you can get a tattoo under the age of 18, even with parental consent. I know that you didn't ask about Arkansas, but where I live it is only a few hours away, and you can get a tattoo there with parental consent too.

You know you can google this pretty easily, right?

Oklahoma - No person under the age of 18 may be tattooed, $5,000 fine to the tattoo artist found tattooing a minor.

Kansas - In the State of Kansas, the law says "No person shall perform body piercing, cosmetic tattooing or tattooing on or to any person under 18 years of age without the prior written and notarized consent of the parent or court appointed guardian of such person and the person giving such consent must be present during the body piercing, cosmetic tattooing or tattooing procedure."

Missouri - Tattooing of a person under 18 requires the consent of a parent or guardian.[21]
