First of all, when getting a tatoo it is best to remember that they will be there forever, unless you pay to have them removed or covered up. So, if you have reservations about what tatoo you want to get "we decided on an anchor though I'm not to keen on the anchor!", then my first bit of advice to you is to rethink what sort of tatoo you would like to get. (What made you come up with the idea of getting an anchor in the first place? Does it have some sort of symbolism as your friendship being an "anchor" to each other? Are you both interested in boats or in the Navy? Those are the sort of ideas that come to mind when I think of an anchor tatoo. But what bother's me the most is that you are considereing getting a tatoo that you aren't really keen on. One shouldn't let a friend, no matter how close they are, push them to getting a tatoo that they are not really keen on getting. Perhaps you should talk to you friend and see if you could come up with another idea of a symbol of your "friendship" which is more appealing to you both.
Second, it's obvious you have not had any experience with tatoos. In the first place, in most states the laws no not allow tatoos to be placed below the writst, or ankles in commercial shops if the tatoo artist wants to keep his liscence. Yes, you will see people with tatoos in many of these places, but they are not done by liscenced tatoo artists, but rather individuals who have the equipment and inks(some of it not up to state guidelines, and when getting a tatoo one should be concerned with the following of all of these, especially those concerning the cleaning and sterilization of all equipment, use of all brand new needles, and the source of the ink used due to the heath concerns). Many changes have been made in the guidelines for keeping the art of tatooing as healthy as possible since the outbreak of HIV, hepatitis, and other health issues which have been discovered in the last 25 or 30 years. These days a tatoo artist's reputation can be ruined should they face allegations of failure to follow the guidelines set by federal and state regulations which govern the liscensing of every tatoo artist.
Another indication that you have little experience with tatoos, other than seeing them on others and on TV or in magazines is the idea of getting a tatoo on your foot! Where exactly on your foot did you think you could get a tatoo? Perhaps on the bottom? I don't mean to seem like I am picking on you, but it's obvious you really need to do some more research on the art of tatooing, along with the federal and state laws which would apply to any tatoo artist who you may seek to apply your tatoos. It is also a good idea to get a list of references of people who have had tatoos done by the person you are considering having do your tatoo.
As I mentioned before, in many states it is illegal for a liscenced tatoo artist to put a tatoo below the ankle, which would mean the foot is off limits. Not only would the foot present an area of skin which has many veins and arteries running in it, the skin is also very hard and more likely to shed in layers.(note the many products made for keeping the skin of the feet free from the dead skin, and to keep the feet as smooth as possible to the touch). Should you decide to get a tatoo, the area on the back of your shoulder is a much more desirable location, since it is an area which has been exposed to lotion and moisturizers on a regular basis. Also having had the advantage of being kept conditioned and probably free from dead skin from repeated shower-scrubs and bath bead soaks in the tub, which has kept this area conditioned and smooth to the touch.
All in all, it is best to take one's time and do the research on not just the person who is going to do the tatoo but about tatoo's themself. Along with their liscence, tatoo artist are required to keep a book with pictures of the tatoos they have done sicne they recieved their liscense. They will also have a book of tatoos which you can pick from, or you can have a custom tatoo drawn for you or bring your own sketch to have made into a tatoo which will be a better symbol of you and your friend's friendship than the anchor you are not very keen on getting.
Just be sure to keep in mind that a tatoo can be a wonderful addition to one's body if it is chosen well and done by a good artist. They can be sensual, erotic and serve as a sentimental reminder of that which is of the greatest importance to you. They can also be a way to join ourself to another in a way that is private and personal, like the sentiment behind the tatoo you and your friend seek to have. But,also remember that unless you have the funds for the removal of a botched tatoo job, you may be stuck with something that makes cellulite look preferable, and in a place where one doesn't usually see cellulite. So before you rush in and get the tatoo, do the research, because this is one of those cases where more than your looks may depend on it. This is one of those cases where your very life may depend on it.
