There is no age minimum in Colorado as long as the minor has parental consent. Parental consent would mean that the minor and the guardian would have to have documentation proving their relationship.
The law in Colorado, unless it was changed recently states the following:
Prohibits anyone from performing a body art procedure on a minor unless the artist has received express consent from the minor's parent or guardian.
Failure to obtain permission before performing the procedures on a minor shall constitute a petty offense punishable by a fine of $250.
However, any artist, or shop can turn away a person that they feel is not mature enough to handle a tattoo. No matter what state law says, most shops will not tattoo a person below the age of sixteen.

Well not necessarily. Ethically, an artist can [and should] refuse to give a child a tattoo..
