To be honest, I work in a tattoo studio and I've seen alot of them, but I don't really know that they symbolise anything specific.
Anything can symbolise anything to anyone. A past memory, a sibling, anything. But I think cupcakes are more for aesthetics, they're bright and girly in a modern and cute way. They're sweet and I think they also seem to have a link (in my opinion) to retro and new school tattoo lovers. But then I've seen lots of girls have them, not just rockabillys.
If you like it, have it, I'm sure there's nothing specific or deep meaning underlying with a cupcake tattoo, you won't be giving out any unwanted messages :)

if you get a cupcake, it can symbolize whatever you want.
it doesn't have to mean the same thing to you that it does somebody else.
I really don't know what a cupcake symbolizes.....if you want it, get it

It means whatever you want it to mean. (Why is everybody so obsessed with meanings?) If you like the design, you should get it, if you don't, don't. It's that simple. A tattoo is for you, nobody else.
