At first I thought your question was if people can get tattoos of eyes...
After reading your description I realized you meant, "Can people really get their eyes tattooed?"
First time I've heard about it, so guess it's not a common thing where I live but I doubt a lot of artists will be willing to tattoo someone's eyes anyway. If it SHOULD be done, is another thing altogether and just thinking about it make my eyes hurt!

There is a layer that starts at the inner eyelids and extends over the eyeball. It's a pouch that separates the eye from the world. To "tattoo" the eye you put ink in a hypodermic needle. Then you pull the eyelid forward to pull that layer away from the eye. Insert needle and inject ink. You are not technically tattooing the eye, but putting ink over the eye. Highly dangerous and the long-term consequences are not known.

Not any shop. Its not really a tattoo either. Its an injection into your eye of specific colors like getting a little white 8 in the middle to look like an 8 ball. Or getting cool colored eyes. But i imagine it would hurt like f*ck intoxicated or not.
