I feel the need to add that despite the fact that I agree dream catchers aren't universally native American (for illustration the Navaho do not believe they have got that means), there's significant that means. The tribe for mentioned believed that in a time of challenge, a spider came and spoke to the sha-man of the tribe, who was having horrible goals, and wove a web above his mattress that may capture his fears. The spider attached feathers ( of an Eagal I believe) so that the dangerous goals can be lifted away. Of course that is only a legend of a single tribe but I wanted to factor out that they do have that means. And besides, a tattoo is what you make it :-) love your body and paint your own portraits.

it means whatever you want it to mean. some people get them because they are Native American. some get it because dreamcatchers hold a special place or memory in their hearts. some get it because they just like it.
everybody gets tattoos for different reasons. for example;
I have a tattoo of my brother's name in Tibetan because he passed away. another one that is a cherry blossom branch because I love Japan with a pentacle because I am Wiccan. another is a tribal wolf with four places of his body turning into images of the four elements. another, the quote 'La Tua Cantante' from Twilight because that's how I became a fan of Kristen Stewart and met my soulmate through that; and because the quote represents unconditional love. last one I got two days ago that says 'stay with us, baby' and a tribal design underneath- the words were spoken to me by my favorite actress for 10 years- Eliza Dushku- after I told her she inadvertently helped me from suicide. the tribal design underneath is a tattoo her character in Buffy the Vampire Slayer had.
everyone gets them for their own reasons. there's not a simple answer to your question because of that.

It means that someone has a tattoo of a dreamcatcher.

It's a popular tattoo. Supposed to mean it catches your bad dreams and traps them, but the truth of it is, they just liked the design. That's the case with most tattoos, and why they write in here searching desperately for a 'meaning', just in case someone hassles them about it. It's a kid's thing. I've never been asked about 'meaning'. But there's a first time for everything...
